I can't tell if I slipped up or if I had a discrepancy in the sources, but I fixed the error. The locomotive was meant to move to H1, "out of the way".

The locomotive would have left H2 west of the station, leaving a clear, straight path for the high speed train.

As far as I can tell there was no requirement to confirm a cleared track, just to confirm having set the path (to clear the track)
